Generic datamodel/etl changes

• altered column: dbo.DW_LAB_DIM_UNIT.MEASUREMENT_UNIT was nvarchar(100) null, becomes nvarchar(200) null
• altered view: consent, removed policy_rule_elaborate from Policy field
• altered view: surgery_procedure/operation_procedure, Description now includes the procedure code in || separated array
• fixed an issue where the consent category wasn't processed during right to be forgotten
• fixed an issue where the preprocessing pipeline continued after too many errors
